According to the Constitution of Nepal promulgated in 2072 BS, the basic structure of the federal democratic republic of Nepal is arranged to be three levels: the union, the province and the local level. Part 13 of the Constitution of Nepal provides for the provincial executive, and in accordance with the same constitutional provision, the Ministry of Land Management, Agriculture and Cooperatives, Bagmati Province was established on 28th Magh 2074 BS.
This ministry has the vision of building a self-reliant and prosperous province with sustainable development of land, agriculture and cooperative sectors, food sovereignty, and self-reliance in the province, subject to the list of powers of the province as provided in Schedule 6 of the Constitution of Nepal, the list of common powers of the federation and provinces in Schedule 7, and the common list of powers of the federation, provinces and local levels in Schedule 9, and the Provincial Government (Division of Work) Regulations, 20
